Program Manager for remediation liability assessments of 24 operating and former chemical manufacturing facilities throughout Europe and the Middle East under consideration for acquisition by a multi-national chemical producer headquartered in the US.  The objective of the effort was to develop an overview of potential environmental liabilities for the portfolio of sites by providing approximate remedial cost estimates and operational upgrade requirements per site.  All cost evaluations required consideration of the local jurisdiction regulatory framework and likely cleanup expectations to meet compliance requirements.  All costs were estimated in the currency of the country where the sites were located.  Due in part to the success of the Portfolio Liability Assessment performed, the acquisition was completed, leading to expanded operations and significant revenue generation for the client in new geographic markets globally.

For the last six years, have provided senior project direction and risk management for major remedial construction projects of a global utility company.   Expertise and risk management advice has been provided to the client for the cost-effective implementation of designed remedies at various sites while evaluating various risks to minimize liabilities to the client.  Each remedial design was reviewed for constructability and the inclusion of remedial actions that would advance the company’s sustainability goals and allow cost recovery where appropriate through rate adjustments.

Managed project team for development of a program to manage and capture SPCC plan update data for utility clients.  Staff were able to enter data into their tablet in the field and back-end processing would generate the report and invoice before staff got back to the office.  This data management system significantly reduced the level of effort required to execute the program and improved data quality and consistency.   Per location costs to the utility were reduced from over $6K to under $3.5K, project time frames were reduced, and data sharing and management enhanced.

Reprogrammed software from its original text-based platform to a Windows environment. The software provided customized Environmental Health and Safety facilities audits by homing in on applicable regulations for specific facilities. Audits for field use were provided as questions and answers from multiple auditors were stored as audit specific data. In replatformming, the user interface was redesigned to provide more intuitive operation. The ability for Custom User Definable Questions was redefined so that they were unaffected by regular regulatory database subscription updates. Conceptual specification was provided for use in an n-tier environment with internet/intranet browser access. Audit findings requiring actions were ranked by risk.

Project Manager for development of a unit for the Gasification of Municipal Solid Waste (MSW) and Agricultural Waste. Development of a portable, containerized rotary Gasification system capable of thermally converting bio/organic feed-stock material to syngas and using it to generate electricity (DOD / DOE grant funded). The unique characteristics of the unit is the ability to process high moisture feed-stock (average 30%, a high of 50%) with little to no pre-processing. Synthetic gas consisting of Carbon Monoxide and components of BTEX are cleaned and routed to the intake of a standard 60 kw military grade generator and act as a substitute for up to 80% of conventional liquid fuel. All water and oil wastes were recycled back through the process. The project is currently in Demonstration Phase (ESTCP) for possible adoption for American Military use at Forward Operating Bases to satisfy the need to eliminate the use of Burn Pits for waste disposal while contributing to a reduction for the need for liquid fuels to provide base camp electricity.

“Bridging” prevents sugar stored in the silos from being removed and used.  This was becoming an ongoing problem resulting in the loss of hundreds of thousands of dollars caused by contamination of a food product.   While production lines could still create product by making sugar free products, it impacted production planning and created a significant safety problem.  The solution included the design of a device to enter the silo and eliminate the bridging quickly and safely.  Only the device entered the silo.

Designed and implemented an AΔT (A delta T) productivity review plan, plant-wide ergonomics program and required training curriculum for a manufacturing plant at a Fortune 100 company addressing occupancy and productivity concerns, and an unacceptable injury performance.  Over the course of one calendar year, reduced the manufacturing footprint by over 28K Sq. Ft., resulting in a cost avoidance of over $700K – and produced an OSHA Total injury Rate (TIR) reduction from 10.95 to 1.07.

Reviewed initial air sampling activity; calculated and provided employee exposure estimates for solvents and chemical additives, and assessed hazard potential and emergency response capabilities for a manufacturer supplying some of the worlds largest automotive lubricating oil companies.  Study and final report included numerous spill volumes, exposure scenarios, and chemical constituents within different areas of a 100K+ sq. ft. warehouse and chemical blending facility.

Input to and managed an Indoor Air Quality study for the TSA to document expected and typical ambient air parameters and determine employee exposures for unknown indoor contaminants to resolve employee complaints regarding working conditions and potential exposures. Assessed all study data generated by technical team and authored study report and recommendations for Airport director and management team.  Provided EH&S study recommendations for and oversight during cleaning and removal of contamination present in indoor transportation system, and ambient / worker air monitoring during decontamination and cleaning activities.

Pollution Legal Liability Insurance- Paracord Site, Johnson City, NY

Leader of brokerage team that placed environmental insurance for Stella Island Associates (Newman Development) for the redevelopment of the 100 year old former Endicott Johnson brownfields site.  The placement of environmental insurance was key to the closure of the sale of the property.

Pollution Legal Liability Insurance- Union Ship Canal Project, Buffalo, NY

Leader of brokerage team that placed environmental insurance for Development Downtown, Inc. for the revitalization of the former Hanna Furnace site.  This site was ranked in the top ten of sites in New York State identified for cleanup and redevelopment.

Axalta Coating Systems- Global Remediation Oversight And Advisory Services

Leading the project to provide advice and technical expertise to Axalta (a divested business formerly part of DuPont) on issues at their sites where contamination exists and remedial action is underway. Sites are located in the Americas, Europe, Asia and Australia.  The project requires meeting specific requirements given the indemnity agreement from the former parent company.
